Hosted model access

Choose the ordered OpenRouter model list shown to non-admin users in Trial and Workspace. The same list is enforced on the server, so removed models cannot be submitted directly. Models without catalog pricing use a conservative default credit hold; verify pricing before exposing expensive models.

Admin accounts can always choose “Custom OpenRouter” and enter any valid provider/model ID. Credit and safety holds still apply.
